SAMBase

We are proud to launch the SAMBase—a strategic program dedicated to building, updating, and extending Social Accounting Matrices (SAMs)for countries across the globe. This initiative responds to the growing demand for data-driven policy toolsthat support evidence-based planning, sustainable development, and inclusive economic modeling.

What We Do

  • Develop new SAMs from official Input-Output tables and national accounts data.

  • Update and extend existing SAMs, integrating disaggregated household data, environmental accounts, labor market information, and satellite accounts.

  • Collaborate with public institutions (e.g., national statistical offices, ministries of economy and planning) to tailor SAMs to local needs and policy priorities.

  • Train local teams in the use and interpretation of SAMs for economic forecasting, impact assessment, and national development planning.

Our Mission

To empower governments, institutions, and researchers with reliable, policy-relevant SAM databases that reflect the structure of their economies and support advanced economic modeling frameworks such as CGE, DSGE, and micro-macro simulations.

Why Matters

A well-constructed SAM provides the analytical backbone for macroeconomic policy analysis. It captures the complex interactions between sectors, institutions, and external economies, enabling:

  • Fiscal and subsidy reform analysis

  • Poverty and distributional impact studies

  • Green growth and energy transition modeling

  • Trade, industrial, and investment policy simulations

Countries with SAMBase

The 2021 Saudi Social Accounting Matrix (SAM) has been developed using MS Research Hub's standard SAMBase framework, emphasizing data consistency, cross-country comparability, and transparency. The SAMBase is available on MSR’s official website and is intended for use by individual researchers, academic/research institutions, and government agencies. Click to Access
